How it works: A proportional multi-winner method. Candidates need to reach a quota (Droop: floor(votes / (seats+1)) + 1). When a candidate exceeds the quota, their surplus votes transfer at fractional value to each voter's next preference. If no one reaches quota, the lowest candidate is eliminated and their votes redistribute at full value.
